The MACBOA Newsletter is a periodic (twice a month during October through March and monthly there after) publication of the Mid-Atlantic College Basketball Officials Association (MACBOA). MACBOA provides basketball officiating services to several colleges and universities in the Maryland - Washington, DC area. The Association has a membership of approximately 200men and women officials. Our membership consist of men and women who work Divisions I, II and III basketball. We pride our Association on providing quality and professional service.
The usefulness and survival of this newsletter is going to depend on the participation of subscribers and professionals alike. Please help by submitting personal stories, experiences, and articles of general interest to the MACBOA community.

items: Officials:If you are the Crew Chief on an assignment you must contact your other crew members to confirm specifics of the game assignment and/or coordinate travel arrangements. This serves as a good check and balance system. Please contact the MACBOA Office at 301-283-6807 immediately if you have a question on a game assignment.
Pre-Game Discussion:Pre-games should include Rules Changes and Points of Emphasis as mandated! Officials must stay consistent with the points of emphasis from the opening tip to the final horn. Rough play (on or away form the ball), directing a player (hand, forearm, hip, etc) and post play must be called. Although coaches are not always clear on the latest rules, they are generally very aware of the new points of emphasis. Ensure consistency on both ends. If you call hand checking on one team, but your partners let it go against the other team, it might be because your pre-game was not effective in communicating CONSISTENCY and enforcing the points of emphasis!
Regarding Flagrant Technical Fouls:If an official calls a flagrant technical foul, the penalty is two free throw shots and the ball awarded to the offended team at the division line on either side. The player IS ejected.
The Men's (11/29/00) and Women's (11/21/00) NCAA Officiating Memorandum are now consistent with the above interpretation. Citations may be found under the Men's Memo, Rule 10 - Fouls, Penalties, and Technical Fouls, Play Scenario #2, and under the Women's Memo, Rules Clarifications, Item #3.
Please assure that this information is thoroughly discussed during your pre-game discussion with your crew and table personnel.
Game Schedules:When you receive game schedules from the office, please review, write accept or decline next the to the assignments, sign and return to the office immediately. You may also e-mail your accept/decline information to dgray@macboa.org. However, you should still mail the original copy to the Office.
Game Reports: All crew chiefs must complete a written game report. The reports should be mailed to the office within seven (7) days of the game. Please do not fax the report unless there was a specific problem during the game of which the Supervisor of Officials should be made aware of immediately (i.e. game ejection of player, coach, fan). If this occurs, you should call me to report the incident immediately following the game.
Ejection Forms:If anyone is ejected from the game (e.g. player, coach, assistant coach, fan), an Ejection Form must be completed immediately. Please download the form from the MACBOA web site.
Closed dates:Please keep the office apprised of your closed dates. You can mail or e-mail this information to us. Please do not fax! Please note that the e-mail address for the MACBOA Office is dgray@macboa.org
Travel to Games: As each of you know, with the major construction projects in and around the metropolitan area (70, 270, 395, 495, and 695) traffic congestion is extremely heavy. Please consistently plan travel time in accordance with mileage, weather, and TRAFFIC. None of these are considered valid excuses for missing or being late to an assignment.
It is mandatory for the Crew Chief to contact the assigned crew members to confirm game time, location, directions and car pooling. In addition, each member of the crew must call the host institution and verify the game time.
Maintain your crewĂs cell phone numbers and keep cell phones turned on!
Punctuality:Officials are to report to the game site no less than 75 minutes prior to tip-off. If an official has not arrived at least 50 minutes before the game tip-off, please follow the Emergency Procedures provided at the Clinic in September (a copy of the Emergency Procedure memo can be downloaded from the MACBOA web site at www.macboa.org). If you are stuck in traffic, you must call the school to advise of your status. Officials who arrive late will be fined or fired for late arrivals for which proper procedures were not followed. Officials who miss an assignment will lose a game assignment, be fined a game fee or fired.
Newsletter: Officials, Coaches/ADs and Observers are required, per your contract, to review the MACBOA Newsletter each month. During the basketball season, the Newsletter is published twice each month. Important information is provided for everyone and it is your responsibility to keep abreast of it.
Athletic Directors/Coaches:If the crew assigned for your game has not arrived by 50 minutes before scheduled game tip-off, please follow the Emergency Procedures provided at the September clinic. A copy of the Emergency Procedures can be found on the MACBOA web site at www.macboa.org.
Athletic Directors/Coaches: Please notify the MACBOA office, in writing, immediately of any schedule changes. You can provide this information via fax or e-mail (dgray@macboa.org). The Office will confirm receipt of the information when received. If the change occurs on the date of the scheduled game, you must speak to someone directly about the change (e.g. Donnee Gray, Vedia Gray, Willie Jones, Tommie Scott or Charles Stovall).
Athletic Directors/Coaches:Please take a few minutes at the conclusion of each game to complete the Coaches Game Report. This information is very important to the evaluation process of all MACBOA officials.
Please Note: Baltimore City Community College hosts their home games at the Liberty Campus on Liberty Heights Avenue which is not on the main campus. Consult the MACBOA web site of Schools Serviced or contact BCCC for exact directions to the playing site. Remember not to be late!

From Ponce Gerald: Whenever a player goes down to the floor while in transition, pay attention to the status of the player. If you are unsure if the playerĂs health is at risk, use prudent judgement and kill the play. Safety of players is paramount. OfficialĂs Stumper Question: To return 12/15 Last issueĂs STUMPER QUESTION/PLAY:The Team A coach asks for a time-out (TO) to tell the official about a correctable error. Not only was it not correctable, but when the official attempted to charge a TO to Team A, the coach had none left. What type of technical foul is this? Who is the technical foul charged to? Who cannot shoot the free throws? Answer: It is an indirect technical foul, charged to the Head Coach (Rule 10, Section 3, Article 4. Team A is charged with a technical foul for an excessive timeout (Rule 10, Section 5). Any player that has been disqualified cannot attempt the free throw (Rule 8, Article 2-c.) Only 1 Winner (although several entrantsremember be specific and site the rule) from last issueĂs Stumper Question: Rubin Judka!

What do you do? Read postings. Write articles, membership news, coordinate interviews, cultivate sponsor relations, etc. Write e-mail back and forth amongst us to establish communication, and guidance to keep this list as valuable as possible for our membership. Although we're virtual, our presence is sensed, we hope...and appreciated, although rarely acclaimed.
