TO Officials:
- You are required to dress appropriately when going to a game assignment
(i.e. business attire). Sweat suits, jeans, and other casual attire
of this nature are not acceptable attire. Crew Chiefs are required to
note this in the Crew Chief Game report.
- Do not call and leave your closed and available dates on voicemail.
Please send calendar updates via (1) regular mail or (2) e-mail at dgray@macboa.org.
When you provide a new calendar, please indicate what is new or different
from previous calendar submitted.
- ARRIVAL AT GAMES: There have been several reports of late
arrivals. This will not be tolerated! Officials must be at the
game site, have notified game administration of their arrival, and in
the locker room for their assigned game no later than: 1 hr and 15
minutes for assignments Monday through Friday: and 1 hr and 30
minutes for Saturday and Sunday assignments. Effective
immediately: Officials who arrive late
to a game assignment without following procedure will be fined half
a game fee. Officials who arrive late to a game more than once will
be fined an entire game fee and may also lose a game assignment, depending
upon the circumstances surrounding the late arrival.
- Crew Chiefs: it is your responsibility to contact your crew no less
than 24-hours prior to game time to coordinate transportation and arrival
to the game site. If you do not know whom your crew is, please call
the MACBOA office or Willie Jones for the information. Because of last
minute scheduling conflicts, if you are assigned a game, please contact
the other crewmembers assigned to make them aware and to confirm the
assignment.
- As a Crew Chief, you are responsible for instructing, teaching, and
mentoring the "younger and less experienced" officials. Talking-down
to, verbally abusing, and disrespectful behavior of any kind toward
officials will not be tolerated.
- Please do not call the MACBOA office before 8:00 A.M. or after 10:00
P.M. unless it is an emergency. Also, all calls related to MACBOA should
be made to 301-283-6807.
- Do not fax game reports unless there was a problem in the game of
which the Supervisor of Officials needs to be made aware of immediately.
Game reports should be mailed, via regular mail, within seven (7) days
of the game. Crew Chiefs may now e-mail the game report via the secured
password-protected "Crew Chief/Observers"
link on the macboa web site (www.macboa.org).
- Several officials have not sent their Physical Examination Certification,
Proof of Liability Insurance, and pictures. Please mail these documents
immediately.
- Several officials' telephone numbers (i.e. home, work, cell)
are incorrect. All telephone and address changes must come to this office.
Please check the "Members Only" area
of the macboa web site (www.macboa.org) to make sure all of your information
is current.
- If you have available dates during a particular week, please feel
free to call the office on Sunday evenings, between 7:00 - 10:00
P.M. to see if your assistance is required for that week.
- Any officials that feel that they have been embarrassed by crewmembers
during pre-, half time and/or post-game discussions or in any other
situations should contact the Supervisor of Officials immediately.
- The MACBOA uniform may be changed from the current black and white
stripe shirt.

What is it?
- The ability, courage, and experience to know when to "Blow the
Whistle" and when not to.
How do you get this... Whistle Discipline?
- Know the Rules like the back of your hand. Do not be Rule-istic, but
be realistic in applying them.
- Get the mechanics down to a reaction so you do not have to think
about what to do.
- Work games that are increasingly more difficult
- Understand the variations between the Advantage / Disadvantage for
the level of play.
- Ask yourself did you really needed that whistle, or could you have
let it go.
- If you think you are blowing too much, try this:
(Exercise: Put the whistle in your pocket. When you see a foul
or violation, take it out and blow.)
- If you wear a lanyard, leave it out of your mouth, and put it
in when you see a foul or violation.
Question: What does this do for you?
- It will slow down your instantaneous or reactionary whistle, allow
the play to continue, let situations resolve themselves, and finally
if it's bad enough, allows you to still blow the whistle. This
technique is seeing the whole play from start to finish.
Learn to anticipate the "Play" and not the "Call".
- Get a Mentor that will give you good sound advice on your whistle
technique.
- Use Video, Tapes, and game observations to give you a clear picture
of your whistle technique.
- Learn from those who are demonstrating night in and night out the
proper technique.
Who has this Whistle Discipline?
On every level of officiating, the best officials demonstrate good
Whistle Discipline technique.
- They are not whistle happy tooters that spray whistles on every play
all over the court, whether in their area or not.
- They stay out of situations where a whistle is not warranted.
- They make very few mistakes with the whistle at crucial times in
the game.
- When they blow the whistle, they are right. (Errors of Omission vs.
Commission)
- Techniques:
a. In last 2 minutes of the game must be mistake free. (Not enough
time for players or Coaches to adjust.
b. Work backwards from the last 2 minutes. To the start of the game.
c. Referee for the Tape or video.
d. Use your voice instead the whistle to avoid unnecessary whistles.
e. Maintain consistency with your partners, the game, and the Spirit
and Intent of the Rules
f. When you blow the whistle, be strong and commanding. All eyes are
on you. Don't mess it up with a weak, or insignificant, or game
interrupter type whistle.
- They understand the Dynamics of the game when it is applied to:
a. Coaches and Bench Decorum
b. Players' unruly behavior.
c. Partners (Consistency)
d. Areas where Double Whistles are likely.
e. Flow of the game.
- They know when to stop the game for injuries. (Question: when do
you stop the game for an injured player?)
- They understand the ultimate power of the Technical Foul as used
like an instrument for control of unruly coaches, players, benches,
team followers, and spectators.
- That a No-Call is better in some situations than if you blew the
whistle.
- They don't blow the whistle on last second shots if they are
not the responsible official.
- They blow the whistle and keep blowing it when the Tempo change requires
it. Don't allow a team with a reputation of being physical to take
advantage of a less physical one. If the game is getting too rough they
send the message by not talking but blowing. (Example: Arizona vs. Illinois,
Mid - West Regional championship in San Antonio Tex. March 2001)
- They use their voice instead of a whistle in special situations.
(i.e. Final Four Md. vs. Duke fifth foul on Baxter)
- They call the obvious fouls or violations and stay away from the
gray areas.
- They blow the whistle on the Points of Emphasis.
In Summary
- Learn to hold the whistle a second longer to see the whole play, from
start to finish.
- Anticipate the play and not the call. Get in the best position possible
so as to minimize mistakes because you didn't see the play or guessed
at the call. If you don't know - Don't blow!
- When you blow the whistle be right.
- Work on your Consistency.
- Call the obvious.
- Practice using the techniques mentioned earlier.
- Have the courage necessary to make the tough call.
- Do not take any whistles home. Leave all that baggage at the gym,
and give each game it's due!

1. Before A-1 releases the free throw, B-1 steps into the lane. A-1's
free throw then fails to hit the ring. The official rules this a double
free throw violation. Is the official correct?
Answer: Yes, Rule 9-2.3, A. R. 7
2. During a throw-in by team A, B-1 reached across the plane and touches
the ball? The official issues a warning for delay of game. Is the official
correct?
Answer: No, Rule 7-6. A.R.14 and 10-3 A.R.10
3. While A-1's try is in flight, the shot clock horn sounds and
the official, before the try ends, inadvertently blows the whistle. The
ball fails to hit the ring. The official rules this is a shot-clock violation.
Is the official correct?
Answer: No, Rule 6-3.1.e
4. During A-1's interrupted dribble, a double personal foul is charged.
The official awards the ball back to team A with no reset of the shot
clock. Is the official correct?
Answer: Yes, Rule 2-13.7.e and 4-13.3
5. After A-1 pulls the basket ring down and it returns to its original
position, the ring is vibrating when the ball touches the ring. The official
rules that this is BI and awards the appropriate amount of points. Is
the official correct?
Answer: No, Rule 4-4 and 9-15

GERARD HERPEL ELECTED NCPA FIFTH VICE PRESIDENT
From Press Release: Gerard Herpel, P.D., of Accident, Maryland, has
been elected fifth vice president of The National Community Pharmacists
Association. NCPA installed new officers and Executive Committee members
for 2001-2002 at its 103rd Annual Convention, held October 13-17 in
Philadelphia, Pennsylvania.
Gerard Herpel is a 1982 graduate of The University of Maryland School
of Pharmacy. He owns two Maryland pharmacies Deep Creek Pharmacy
in Garrett County and Tri-Towns Pharmacy in Westernport.
He served as a member of the board of directors for EPIC Pharmacies
in 1999. He is a past president of the Maryland Pharmacist Association
(MPhA) and served on the association's board of directors from
1991 to 1999. He is past chairman of MPhA's Legislative Committee
and past president of the Garrett County Pharmacist Association.
Herpel is active in the community. He was appointed by the county commissioners
to serve on the Garrett County Health Advisory Committee from 1996 to
2001. He is current member of the board of directors for Big Brothers/Big
Sister. He served as a member of the board of directors of the Garrett
County Chapter of the Day of Hope for Prostate Cancer Research from
1997 to 2000. He is also involved in a number of area youth sports programs
as well as an active basketball observer for the Mid-Atlantic College
Basketball Officials Association.
The National Community Pharmacists Association, formerly NARD (the
National Association of Retail Druggists), represents the pharmacist
owners, managers, and employees of nearly 25,000 independent community
pharmacies across the country. The nation's independent pharmacies,
independent pharmacy franchises, and independent chains dispense nearly
half of the nation's three billion retail prescription medicines and
account for nearly $50 billion in prescription drug sales each year.
Van Debrick, MACBOA member, is offering MACBOA an opportunity

These
are some of the attributes of the well hidden job of MACBOA Newsletter
Volunteer. Are you interested in working behind the scenes (screens?)
to help get information to members? MACBOA is looking to grow our ranks
by a couple of folks and thus, we're soliciting volunteers.
What do you do? Read postings. Write articles, membership news, coordinate
interviews, cultivate sponsor relations, etc. Write e-mail back and forth
amongst us to establish communication, and guidance to keep this list
as valuable as possible for our membership. Although we're virtual, our
presence is sensed, we hope...and appreciated, although rarely acclaimed.
We haven't a job description, nor do we know what knowledge, skills,
and abilities are required, but some that will come in handy are:
- having the ability to write
- being thick skinned, not thick headed
- being able to express your opinions, while being open minded
- having at least a free hour or two a week caring for the membership
