Remarks from the Supervisor of Officials: Donnee L. Gray
To Officials: 1. Officials selected to work Mid-Atlantic College Basketball Officials Association (MACBOA) tournaments and those selected to represent MACBOA in post-season Regional and National championships will be contacted soon. In making selections, I take into account personal observations, Observer feedback, Crew Chief game reports, feedback from the coaches and videotapes, as well as how officials have taken care of administrative matters. Those MACBOA officials selected have proven their ability to perform their administrative duties, use sound application of rules, have been consistent, provided MACBOA with availability, have minimal frequency of turn-backs, have had the ability to travel, and have shown their commitment to MACBOA. Pertinent Comments:
2. Clock Management: Review the importance of clock awareness from tip-off to game ending buzzer. Do not be so overly consumed with the clock that you fail to officiate a match-up in your area of responsibility. The official with the least going on in their area should verify start/stop of the game clock and then shot clock. 3. I am pleased to announce the following inaugural Board of Directors for the Basketball Officials Association. All have shown a commitment to the welfare of MACBOA.
The purpose of the officials association is to advocate for the MACBOA membership, to increase officiating awareness; liaison with colleges/universities on behalf of the membership; to assist in the development, improvement, and promotion of officiating instruction and membership development; to broaden the base of membership involvement in the activities of the officials association, and to maintain an organizational structure that enables the implementation of the goals and objectives of the officials association. Please stay tuned for information and activities from the Board of Directors. 4. Post Season Assignments MACBOA is honored to have staff being considered for assignments to NCAA post-season conference/league tournaments and championships. I would like all officials and observers being assigned NCAA post-season conference/league tournaments, regionals, and national tournament assignments to e-mail the following information to macboa1@aol.com

6. During the pre-season MACBOA Clinic, an announcement was made that as many as 10 % of the current staff would not be retained for the 2002-2003 season. MACBOA will use the same criteria in the selection process for post season assignments to retain officials for next season. My mandate is to develop and maintain a high-level functioning staff who are committed to the Mid-Atlantic College Basketball Officials Association (MACBOA). 7. The Time Out Referee School will be held at The American University (www.american.edu), Washington, D.C. The school/camp is tentatively scheduled for the second weekend in July. The Time Out Referee School includes lectures, demonstrations, film and video viewing of on-court officiating during top-level basketball competition. The staff will work with each attendee individually to provide administration and leadership skills. After being observed at Time Out Referee School by various collegiate supervisors, participants of the school have been selected to work D-I level basketball. Further details will follow. Officials returning to the staff next season and selected to attend camp will be notified. We look forward to successful post-season conference basketball tournament on February 19-24, 2002. On behalf of the Maryland JUCO, we would like to thank Frederick Community College for hosting the men's tournament, Garrett Community College for hosting the women's tournament, and the Mid-Atlantic College Basketball Officials Association (MACBOA) for providing the high level officiating services for both. Finally, the Conference would like to thank its membership for their continued diligence in enforcing the conference's sportsmanship policies. You make the call---Goaltending as Lead (Ike Relacion)
Player shoots basketball, ball hits backboard and then basket ring. the basketball falls off basket ring. Players contest for rebound. The basketball is rebounded by defensive player. The defensive player makes an outlet pass to teammate on table side in the backcourt, who dribbles to 28-ft line and the defensive team begins to develop a three-quarter trap. The offensive player throws a skip pass cross court into the frontcourt, foul line extended on the C side. The pass is intercepted by a defensive team player and quickly passes the ball to streaking teammate going to the hole for a lay-up and/or dunk. The "Center" and "Trail" (old-Lead) are still in the backcourt with players. The new Lead ("old T") is now on the end line accepting play. The offensive player drives to the basket, releases the ball, and a defensive player contacts the ball while the ball is above the cylinder with a chance to score. Given the fact that the officiating crew was stretched out on a play like this, and the assumption is to always get the play right, I called defensive GOALTENDING as LEAD. My pre-game usually covers team and player match-ups as well as the Points of Emphasis, and periodic bulletins. We also review court coverage, communication with crew, dead ball efficiency, atypical play scenarios, as well as opening tap scenarios where we recommend that the new Lead not be in a hurry to transition to the end line. That official needs to referee that particular match-up. That official may be the only official to have great look at Basket Interference, Goaltending, or have the right answer as to whether a try was a 2- or a 3-point attempt. We stress that getting the play right sets the tone for the rest of the game. In my usual transition to the Lead, I usually take an outside look in where I can see the front of the ring. We hear that the official in the Lead should never call goaltending, but in this particular play, I called what I saw. Any official who is 1OO% certain that there is goaltending or basket interference should call it regardless of position on the floor. Why would you pass on the call if it is the right call? E'Lite Advantage Connection Answers to MACBOA Rules Test #3 1. A-1 scores a made basket. B-1 catches the ball after it passes through the net and heads toward the end line. As B-1 heads toward the end line, B-1 passes the ball to B-2 who proceeds to dribble in the backcourt and heads toward frontcourt. Is this a violation? While you may cite 4.63.1, 7.4.1c, and 7.5.6, No, this is not a violation because the definition of a throw-in states that a throw-in is putting the ball in play from "OUT OF BOUNDS". If B-1 is heading towards the end line, B-1 is still in-bounds and a throw-in, as defined, has not been executed. An appropriate procedure would be to have the official sound the whistle to bring the ball back for a proper throw-in and assure that the clocks have the appropriate time indicated. 2. What is the correct procedure when jerseys are not tucked in? Officials are to handle this according to the rule book, Rule 3.5.2-Note:
3. What is the correct procedure when the net gets caught on the ring after a made basket? Rule 4-3.1 requires the basket to have an appended net. When the appended net does not hang in its normal position, the official shall immediately blow the whistle but not if it disadvantages a team. (For example, when a team quickly steps out of bounds for the throw-in and is in the process of advancing the ball to a scoring position such as initiating a fast break.) In this case the official would delay taking any corrective masures and wait for the ball to become dead. Obviously, the best time to correct the problem is immediately, before a fast break or press is set up, but if this is not possible, the first opportune time, which places neither team at an advantage, should be used. 4. Please state the procedure for the following shot-clock scenarios:
Rule 1.18.2 reads: "An alternate timing device shall be available in the event a useable shot clock malfunctions". Compliance to the article solves the problem. However, in the first scenario, when there is no alternate timing device, a Stopwatch shall be used and the last 10 to 12 seconds left on the shot clock should be announced over the PA system. The same procedure shall be used when scenario 2 occurs. Neither team would be disadvantaged because they would each experience the described procedure for one half. 5. During a free throw by A-1, Team A lines up with a more than 3 players in lane spaces for a free throw. Is this a violation? Rule 8.1.4: Men: A maximum of 2 teammates of A-1 shall be permitted in lane spaces. The officials should prevent more than 2 from obtaining spaces. If there are "more than 3" as in this question, it is a violation and the ball shall become dead when the violation is recognized. Rule 8.1.5: covers the Women's interpretation. It should be noted that that if officials do not notice the violation and the free throw occurs, there is no replay/re-shoot and it is not a correctable error, thus play continues. 6. Do the five (5) starters for a team that began the first half have to start the second half? The 5 starters that began the first half do NOT have to start the second half? Rule 3.4.2 states: "Substitutions between halves shall be reported to the official scorer by the substitute(s) or a team representative before the signal ends the intermission." When the above described reporting does not occur, the individuals who ended the half are the official players for the start of the next period.
