The MACBOA Newsletter is a periodic (twice a month during November through March and monthly July through October) publication of the Mid-Atlantic College Basketball Officials Association (MACBOA). MACBOA provides basketball officiating services to several colleges and universities in the Maryland - Washington, DC area. The Association has a membership of approximately 200 men and women officials. Our membership consist of men and women who work Divisions I, II, and III basketball.  We pride our Association on providing quality and professional service.

The usefulness and survival of this newsletter is going to depend on the participation of subscribers and professionals alike. Please help by submitting personal stories, experiences, and articles of general interest to the MACBOA community.

Observation of Games: I have observed over 30 officials recently and want to see improvement in the intensity of assignments. It appears that officials were going through “the motions,” not calling fouls in open court, lackadaisical table reporting, making wrong switches and not rotating appropriately to get the best angle to see through plays. Officials must guard against inconsistency from game to game, as well as during each game. All officials must work diligently to keep game crews focused every game and give good leadership to our “younger” officials. Trail Officials going to lead are not sprinting to get to the end line to observe the initial part of low post play. This must be done in order to see the play from the beginning. Off-ball coverage must improve, especially regarding cutters without the ball, screening situations and post play without the ball, and officials are letting players end their dribble and take two steps while in control of the ball, which is traveling. Regardless of time and score, the points of emphasis should be enforced for the entire game. Hand-checking. Continue to enforce this rule -the guidelines are clear, and officials must be diligent in managing this aspect of the game. Officials must take special note of refereeing the defense on a shooter in the lane. A player going up to shoot is being guarded by more than one person - the primary defender along with a secondary defender, who has come over to help. Make sure the officials are refereeing all defenders on inside shooters - so the side and back of the shooter is covered. Referee where your partner(s) can’t.

Take each assignment and WORK the game from the opening tap to the final buzzer. It is early in the season and I want staff to increase game intensity and game awareness. Referee for the camera!

Game Confirmation:  Crew Chiefs are expected to contact crewmembers 48-hours before the scheduled game to confirm game assignments and coordinate travel arrangements.  Remember that you are responsible for contacting your crew to ensure that everyone arrives at the game site safely and on time. If you do not receive a confirmation from a crewmember 24-hours prior to the start of the game, Crew Chiefs are to contact me at 301.775.4088 and/or the MACBOA office at 301.283.6807, Willie Jones at  202.288.6850 or Vedia Gray at 301.775.4089 immediately.  If a Crew Chief does not follow this procedure, a Crew Chief will be suspended for one (1) game.  A future occurrence will result in termination of your contract with MACBOA.

In the event that I make a change in an assignment, the newly assigned officials are required to contact the Crew Chief assigned and inform him/her that they have been assigned to that game.

MACBOA continually strives to maintain an up-to-date Staff Directory. Accessing the password-protected “Members Only” area and printing out the current Staff Directory will assist you contacting MACBOA staff. Also, it is required that MACBOA staff have a current print out of the College Directory. You may access and print out the information at: http://www.macboa.org/about/directory.html.

Travel to Games: As each of you know, with the major construction projects and security concerns in and around the metropolitan area (i.e. highways 70, 270, 395, 495, and 695) traffic congestion are extremely heavy. Please consistently plan travel time in accordance with mileage, weather, and TRAFFIC. None of these are considered valid excuses for missing or being late to an assignment.

Cell Phones: All officials should have their cell phones “ON,” especially on game days in the event the MACBOA office and or crew members need to contact you regarding changes or news of any kind. Staff: If you are assigned and you have not been contacted by your Crew Chief within 24-hours of the assignment, you are required to call Donnee Gray, Willie Jones and/or Vedia Gray. Failure to do so will result in a fine and/or suspension.

Game Time Arrival:  As you are aware, MACBOA staff are required to notify game administration of their arrival and be in their assigned locker room 1.5 hours prior to game time.  Due to recent events, please be advised that I am changing the policy on lateness as it pertains to a position on the MACBOA staff.  If you are late twice to an assignment, your services will no longer be needed.  MACBOA will not have a problem finding other individuals that will not have "lateness issues." 

In the event you are late because of inclement weather or traffic, you are to phone the college, preferably the Athletic Department or if you do not speak to someone, you are to call the College's Department of Security and let them know you are one of the basketball referees for the game and request that the Security Department forward your message about weather- or traffic-related conditions to the Athletic Department and/or the Head Coach immediately.  Please give the Security Department your approximate arrival time, your cell number, in the event further communication with you is required.  You are to document who you talked with (get their full name) on the game report.  MACBOA is keeping track of these issues and if certain tendencies are observed, appropriate disciplinary action will be taken. 

Emergency Procedures:  If you do not follow the Emergency Procedures (60-minutes prior to start time) as stated in the current newsletter and stated on the MACBOA web site, you will be suspended for one (1) game.  A future occurrence will result in termination of your contract.  Please be clear that leaving a voice-message on my cell phone does not absolve you.  As stated in the Emergency Procedures, you are to use the Contact Numbers until you speak to someone "live" or until you receive a call back.  I am requesting neutral observers to arrive at the game site 60-minutes prior to the start of the game to assure that the crew has arrived. We have reprinted the Emergency Procedures and Contact Numbers below.

Game Reports:  Crew Chiefs are expected to lead a pre-game discussion, provide a learning environment during half time and a meaningful post-game.  Crew Chiefs: If there have been concerns in a game that have not been addressed in your game report, and I receive game reports from the neutral observer and/or the AD/Head Coach mentioning an incident, you will be fined and/or suspended.  Crew Chiefs are required to provide constructive feedback and let a member of your crew know when a certain situation should have been handled differently.  Game reports can be completed online (use your assigned CC User Name and Password) and should be factual and provide this office with meaningful information. 

Fighting:  Player(s) fighting carries a three (3) game suspension. Therefore as a crew, you must understand MACBOA policy concerning this. Our policy states: "(1) all 3 officials must talk, and (2) all 3 are responsible for their input."   Then hopefully we get it right!  Was it a fight, or flagrant foul etc.?  The decision-making process should be documented on your game report.

Being a Crew Chief: Does not give anyone a license to be disrespectful to the crew and/or anyone associated with MACBOA.  MACBOA has already taken a few disciplinary steps in this regard. "Be a Professional At All Times.”   

MACBOA Staff:  I have a mandate to provide quality officiating services to our customers.  As we all know, sports officials cycle in and out of this avocation.  No more protecting friends or colleagues.  There comes a time when basketball officiating passes an official by.  Please know that I will not jeopardize the successful business venture that MACBOA has by keeping under performing staff.  It is about performance management!  As I have mentioned during our Pre-Season Clinic, we have reduced our staff as well as added quality officials.  It is my goal to reduce the staff again next season.

Other Items:

  • Please note that if you have not sent in (mailed) your required test(s) by the deadline date, you HAVE ALREADY forfeited one (1) game in the second-half of the season.  Please take care of your administrative matters.
  • Please use common sense and rely on a sense of fairness.  If one shot clock is not working, turn the other shot clock off and have the shot-clock operator count down aloud as follows:..."15--10--9--8--7--6--5--4--3--2--1!"
  • Use your time during warm-ups to scan the table.  If the visiting scorer is not seated next to the home team scorer, use your powers of persuasion to have them sit together.  Dealing with this issue prior to the start of the game will help prevent scoring concerns.  I expect you to periodically monitor that both scorebooks are accurate and in sync with each other.  Be proactive to prevent game-ending concerns.
  • Roughness: Because of the emphasis on controlling roughness, officials will call fouls and not talk players out of fouls. Remember that two (hands, forearms, legs) of anything is a foul and must be called. Do not lose control of games. Use good judgement.
  • Bench Decorum.  I expect you to treat Head Coaches and coaching staff with professionalism and respect.  Remember, choose your words wisely and treat them with fairness!
  • Gossip is a determent to any organization.  MACBOA strives to provide meaningful services through corporate sponsors.  If you are not comfortable with attending the MACBOA Pre-Season Clinic where we give time to our corporate sponsors who provide MACBOA with services and resources, please let me know and you will not be invited to be on staff. 
  • Please note that information on the MACBOA web site is proprietary and may not be used without the authorization of the Mid-Atlantic College Basketball Officials Association (MACBOA). 


MACBOA Staff Directory: Officials are required to keep the MACBOA office updated of any changes in their address, phone or email information. MACBOA continues to improve its web site. Staff may now complete the NEW Staff Address / Phone Number Online Self-Service Form directly inside the “Members Only” section of our MACBOA web site. Submitted changes are uploaded within 7 days. Crew Chief: Crew Chief/all officials must follow the "Emergency Procedures" if a problem comes up!! The Emergency Procedures should be put into effect 60-minutes prior to game time if the entire crew is not at the game site.

Contributing Article: ‘The Refs Took the Game’ – Jim Burch

That is a phrase every official has heard or read about at least once, but particularly apparent after a basketball game. It is usually said by individuals connected with or actual members of the losing team after a hard-fought, hotly contested game. It requires no self-analysis of the real and true causes of a defeat, which is difficult to accept. “The refs took the game,” sounds on the surface to have some validity. Yet when you dig down deep, you find some fallacy in the statement. Words such as those give players an excuse when they have not done their best, allow coaches not to have any self-reflection as to their part in a defeat and give fans another opportunity to vent their frustration toward officials when their team loses.

Attend a basketball game anywhere in our great nation on whatever level and you will hear the following familiar comments:

  • Let’ em play.
  • Look – the fouls are eight to one.
  • Let the players decide the game.
  • That last foul cost us the game.
  • You’ve got to kidding; that was not a foul.
  • How can you make a call like that with 10 seconds left in the game?

Sports officiating is a difficult task and more so in basketball due to the dimensions of the court and the size, speed and athleticism of the participants. Basketball officiating requires you to have not only a thorough knowledge and understanding of the rules of the game, but the ability to adjudicate them correctly. It also demands visual acuity, excellent physical condition, the ability to react fairly in seconds and the power to remain calm when everyone else is going crazy.

When one really dissects why teams lose a basketball game, the following items manifest themselves in the equation:

  • Poor preparation for their opponents
  • Missed free-throw opportunities
  • Low field goal shooting percentage
  • Lack of proper offensive execution
  • Ineffective defensive schemes
  • Deficient intensity and focus for the entire game

So coaches, players and fans, the next time your team loses a game, do not say, “The refs took the game.” Analyze the loss and invariably the loss will be one of, or a combination of, those factors.

NCAA Basketball Officiating Bulletins

SUBJECT: Reminders
  1. Team-control foul.
    When a member of a team in possession of the ball during a throw-in commits a common foul, that foul is a team-control foul. Remember, the throw-in begins when the ball is at the disposal of the player entitled to the throw-in and the official has started his throw-in count. The throw-in ends when a passed ball touches or is legally touched by a player in bounds. Any common foul committed during this period shall be a team-control foul.
  2. Jump stop.
    When a dribbling player initiates a jump, ends his dribble with both feet off the floor and lands simultaneously on two feet (jump stop), he is permitted to establish a pivot foot. When there is doubt as to how many feet were off the floor when the dribble ended, the official shall assume that the dribble ended with both feet off the floor. Consequently, the player, after executing the jump stop, is allowed to establish a pivot foot. When the official does not allow the player to pivot after a jump stop, he shall be absolutely sure that the player ended his dribble with one foot off the floor.
  3. Rule 4-13.4.b states: There shall be no team control during a throw-in.
    NOTE: A team-control foul or an inadvertent whistle when a team is in possession of the ball during a throw-in are exceptions to this rule.

CORRECTIONS:

  1. Rule 4-26.12, A.R. 20, BR-67.
    The approved ruling is incorrect and should not be located under "false double foul." The ruling should read:
    A2's foul is a team-control foul since it occurred when a team was in possession of the ball during a throw-in. The foul is charged to A2 and the ball shall be awarded to Team B at a designated spot nearest to where the foul occurred.
  2. Rule 5-10.3.h, BR-90.
    Reads: A team-called 30-second timeout or a 60-second timeout (excluding the first timeout of the game that becomes an electronic-media timeout)…
    Change to read: (excluding the first timeout in the second half that becomes an electronic-media timeout).
  3. Question No. 45, Men's Rules Quiz.
    Correct answer is "no." The scorer shall set the arrow in the direction of Team A's basket when the official hands or his bounced ball is caught by the player making the throw-in.
  4. Rule 9-2.1, A.R. 6, BR 113
    The ruling should read: The foul by A2 causes the ball to become dead immediately. A3 did not commit a violation because the ball became dead when A2 fouled. A1 shall attempt the free throw with no player on the lane. The foul by A2, which created a false double foul, is a team-control foul. Play shall be resumed as though the last personal foul of the false double personal foul was the only one administered (award Team B the ball at a designated spot).
  5. Rule 8-4.5
    Change Art. 5 to read: After the penalty for an indirect or direct technical foul is assessed before the start of the game or before the start of the game or before any extra period. Play shall resume with a jump ball. (Exceptions: intentional technical foul, flagrant technical foul, flagrant technical foul [women: flagrant foul].)

TEAM-CONTROL PLAYS:

Play 1: A1 drives to the basket and (a) releases the ball and charges into B1, or (b) passes the ball to A2 and then charges into B1.

Ruling: In (a), charge the foul to A1 and when the bonus is not in effect, award the ball to Team B at a designated spot. When the bonus is in effect, award B1 the appropriate penalty free throw(s). This is not a team-control foul since the try for goal was in flight. In (b), A1 has committed a team-control foul. A1 is charged with the foul and the ball is awarded to Team B at a designated spot.

Play 2: A1 is in possession of the ball during a throw-in and (a) A2 commits a foul; or (b) legally inbounds the ball and while the pass is in flight, A2 commits a foul; or (c) his throw-in is deflected, controlled by A3 and A2 commits a foul; or (d) after the ball is legally inbounded, the ball is deflected and A2 commits a foul.

Ruling: In (a), (b) and (c), A2 has committed a team-control foul. A2 shall be charged with the foul and the ball shall be awarded to Team B at a designated spot. In (d), A2's foul is a common foul but not a team-control foul. The deflection (touch) ended the throw-in. During the period that follows, when the ball is being batted from the vicinity of other players, there is no team control. Charge the foul to A2. When the bonus is not in effect, the ball is awarded to Team B at a designated spot. When the bonus is in effect, appropriately administer the penalty free throw(s).

Play 3: A1 is in the act of shooting and A2 commits a foul (a) before the ball was released, or (b) after the ball was released.

Ruling: In (a), A2's foul caused the ball to become dead. A2 has committed a team-control foul. A2 shall be charged with the foul and the ball shall be awarded to Team B at a designated spot. In (b), since the try for goal was in flight, there was no team-control foul. A2 shall be charged with the foul. When the bonus is not in effect, the ball shall be awarded to Team B at a designated spot. When the bonus is in effect, the appropriate penalty free throw(s) shall be administered. When the try is successful, count the goal.

Play 4: A2 commits a foul (a) while A1 is holding or dribbling the ball, or (b) during an interrupted dribble, or (c) while a pass from A1 to A3 is deflected.

Ruling: In (a), (b) and (c), A2 has committed a team-control foul. A2 shall be charged with the foul and the ball shall be awarded to Team B at a designated spot.

Play 5: After a successful try, A2 commits a foul after A1 retrieved the ball, which had passed through the net and while he was heading directly out of bounds for the throw-in.

Ruling: Since the ball was dead when A2 committed the foul, an intentional technical foul shall be assessed against A2. However, when A1 takes an indirect route to put the ball in play from out of bounds, that causes a delay in the game, (e.g., heads toward a far sideline), the official shall start a throw-in count. When A2 commits a foul during this action, since the ball was at A1's disposal and the official started a throw-in count, causing the throw-in to begin, A2's foul becomes a common foul that was committed during a throw-in. Consequently, A2's foul was a team-control foul.

SUMMARY

  1. Throw-in begins (ball at player's disposal and official starts his throw-in count); throw-in ends (ball is touched or legally touches a player in bounds). Any foul committed during this period shall be a team-control foul.
  2. Throw-in ends (ball is touched or legally touches a player in bounds); no player gains control of the ball. Any foul committed during this period is not a team-control foul.
    1. When a foul is committed and the bonus is not in effect; award ball at designated spot.
    2. When a foul is committed and the bonus is in effect; award the appropriate free throw(s).
  3. Throw-in ends (ball is touched or legally touches a player in bounds); player gains control of the ball. Any foul committed by a teammate of a player in control shall be a team-control foul.

Answers to 2002-03 NCAA Rules Test #2

  1. Team A has the ball in its front court with 23 seconds left on the shot clock, A1 shoots the ball and the ball lodges between the flange and the backboard. The official calls a held ball and the A/P arrow points to Team A. The shot clock is not reset. Is the official correct? No. The ball hit the goal so therefore it meets the requirement of the rule so therefore the shot clock should be reset. Rule 2-13. A.R. 29
  2. During a throw-in, the official blows the whistle as an oversight and does not have a call to make. The official uses the A/P arrow to decide who will get possession of the ball. Is the official correct? No. Rule 2-13.7i A.R. 31; Rule 7-4.1.j
  3. Team A scores a basket with 48-seconds left in the second half. The horn sounds and the official recognizes the horn inadvertently with a whistle. There are two substitutes at the table waiting to enter the game. The official beckons the subs in. Is the official correct? No. Rule 3-4.5 A.R. 6
  4. During A-1’s interrupted dribble, a double personal foul is charged. The official awards the ball back to team A with no reset of the shot clock. Is the official correct?
    Yes. Rule 2- 13. 7e
  5. Jumper A-1 catches the ball after jumper B1 taps it. The official rules this a violation and awards the ball to team B, instructs the scorer to set the arrow in the direction of Team A basketball, then hands or bounces the ball to the player making the throw-in. Is the official correct? Yes. Rule 6.2. A.R.3.
  6. A2 is assessed a direct technical foul while Team A is in control. After the free throws, B1 is charged with a direct technical foul. After the free throws, the official resumes play at the original point of interruption and resets the shot clock. Is the official correct?
    Yes. Rule 2-13.6.b & Rule 10-8.1

Reward, challenge, appreciation, stimulation, writing, reading...rarely thanked or noticed.

These are some of the attributes of the well hidden job of MACBOA Newsletter Volunteer. Are you interested in working behind the scenes (screens?) to help get information to members? MACBOA is looking to grow our ranks by a couple of folks and thus, we're soliciting volunteers.

What do you do? Read postings. Write articles, membership news, coordinate interviews, cultivate sponsor relations, etc. Write e-mail back and forth amongst us to establish communication, and guidance to keep this list as valuable as possible for our membership. Although we're virtual, our presence is sensed, we hope...and appreciated, although rarely acclaimed.

We haven't a job description, nor do we know what knowledge, skills, and abilities are required, but some that will come in handy are:

  • having the ability to write
  • being thick skinned, not thick headed
  • being able to express your opinions, while being open minded
  • having at least a free hour or two a week caring for the membership
