The MACBOA Newsletter is a periodic (twice a month during November through March and monthly July through October) publication of the Mid-Atlantic College Basketball Officials Association (MACBOA). MACBOA provides basketball officiating services to several colleges and universities in the Maryland - Washington, DC area. The Association has a membership of approximately 200 men and women officials. Our membership consist of men and women who work Divisions I, II, and III basketball.  We pride our Association on providing quality and professional service.

The usefulness and survival of this newsletter is going to depend on the participation of subscribers and professionals alike. Please help by submitting personal stories, experiences, and articles of general interest to the MACBOA community.

I hope that your Thanksgiving holiday was relaxing!


Reminder: Our theme for this season is: Communication—Consideration—Communication!

To Officials: Based on Observer reports, Head Coaches feedback and other sources, our grade from at this point of the season is a C-plus. Frankly, this is not where I would like to see the staff graded and I want to see improvement. There has been slippage in allowing too much physical play, hand-checking and enforcement of the POEs and rule changes. I want officials to continue to review previous newsletters, preseason clinic notes, and stay consistent with the POEs. Officials must guard against inconsistency. All officials especially designated Crew Chiefs must work smart to keep game crews focused, consistent, and give good leadership to our younger officials. Take each assignment and WORK the game from the opening tap to the final buzzer. It is early in the season and I want staff to increase game intensity and game awareness.

I have received reports for Head Coaches of inappropriate and disrespectful dialogue from officials. Please be aware that being disrespectful to Head Coaches will not be tolerated and will result in suspension or termination from MACBOA. As I have stated in the past, choose your words wisely. Treat players, coaches and fans like you want to be treated…with respect.

There will be no warning and a zero tolerance policy must be enforced consistently concerning technical fouls for verbal, non-verbal taunting, baiting, and trash talking by players.

To Head Coaches: Please understand that no game will be officiated perfectly. As we discussed during the Fall Pre-Season Clinic, while we strive to call a perfect game, the reality is that an allowance of 10-12 missed calls (per 40 clock minutes), approximately 3 per official should be allowed. Compare that to 20-30 plays (team turnovers, missed lay-ups, lack of defensive intensity, poor passing lanes, inconsistent play) in a ball game and you may find that the officials weren’t that bad after all. If you feel that the officiating was below average, then please call me with your concerns and send me the videotape with documentation so I can review the information.

I am also asking Head Coaches to inform me by telephone (301.775.4088) of the name of any official who says, "Sit down… " Sit down and shut up…" "I don’t want to hear it tonight/today, Coach." If available, your report should be corroborated with a videotape of the incident.

As we discussed at the Pre-season Clinic, if you are concerned with the officiating, you may discuss your concerns with the Observer at the game and or call me with your concerns. You are not to abuse the officials in any way. As professionals, we look for your professionalism when emotions are high.

Coaches must understand that MACBOA is committed to enforce the guidelines established during the preseason clinic and for the entire season. Necessary adjustments by coaches and players must be made. Style of play will not dictate how officials officiate.

Observers: Tommie Scott has begun to assign games to Observers. Please feel free to contact Tommie regarding your availability dates. As an Observer, we are requesting that you arrive at least 60-minutes prior to game time to assure that the crew has arrived and if they have not, to enforce the Emergency Contact Procedures. I have your MACBOA sweater vests and will get those to you as soon as possible.

We need coverage for the Allegany College, Frederick Community College, and Hagerstown College. Please volunteer at least once to visit those schools. This gives those colleges the opportunity to see you at those venues.

E-mailed MACBOA Schedules

Please continue to check your e-mail daily. There will be a 48-hour response time to confirm assignment of game(s). Otherwise, the game assignment(s) will be reassigned. You are not confirmed for an assignment unless you "reply" to the e-mailed game assignment. Please keep the MACBOA office updated of your closed dates by e-mailing closed dates to dgray@macboa.org.

Game Confirmation: Crew Chiefs are expected to contact crewmembers 48-hours before the scheduled game to confirm game assignments and coordinate travel arrangements. Remember that you are responsible for contacting your crew to ensure that everyone arrives at the game site safely and on time. If a Crew Chief does not follow this procedure, a Crew Chief will be suspended for one (1) game. A future occurrence will result in termination of your contract with MACBOA.

Officials: If you are assigned to a crew and you have NOT heard from the Crew Chief within 24-hours prior to the start of the game, you are to contact me at 301.775.4088 and/or the MACBOA office at 301.283.6807, Willie Jones at 202.288.6850 or Vedia Gray at 301.775.4089 immediately.

In the event that I make a change in an assignment, the newly assigned officials are required to contact the Crew Chief assigned and inform him/her that they have been assigned to that game.

Staff Directory: MACBOA continually strives to maintain an up-to-date Staff Directory. Accessing the password-protected "Members Only" area and printing out the current Staff Directory will assist you contacting MACBOA staff. Emergency Procedures: If you do not follow the Emergency Procedures (60-minutes prior to start time) as stated in the current newsletter and stated on the MACBOA web site, you will be suspended for one (1) game. A future occurrence will result in termination of your contract. Please be clear that leaving a voice-message on my cell phone does not absolve you. As stated in the Emergency Procedures, you are to use the Contact Numbers until you speak to someone "live" or until you receive a call back. I am requesting observers to arrive at the game site 60-minutes prior to the start of the game to assure that the crew has arrived. We have reprinted the Emergency Procedures and Contact Numbers below.

Game Reports: Crew Chiefs are expected to lead a pre-game discussion, provide a learning environment during half time and a meaningful post-game. Crew Chiefs: If there have been concerns in a game that have not been addressed in your game report, and I receive game reports from the neutral observer and/or the AD/Head Coach mentioning an incident, you will be fined and/or suspended. Crew Chiefs are required to provide constructive feedback and let a member of your crew know when a certain situation should have been handled differently. Game reports can be completed online (use your assigned CC User Name and Password) and should be factual and provide this office with meaningful information.

NCAA Men's Basketball Officiating Update
November 25, 2002

CLARIFICATIONS AND INTERPRETATIONS

Inadvertent whistle


After an inadvertent whistle, play shall be resumed:

  • At a designated spot nearest to where the dead ball occurred when a team was in control of the ball. The ball shall be awarded to the team in control.
  • At the original throw-in spot when the throw-in has not ended. The ball shall be awarded to the team in possession of the ball during the throw-in.
  • With the use of the alternating possession arrow when there is no team control before the whistle.

Play: With 1:48 on the game clock and after a successful try, A1 throws a down court pass from the end line to A2. While the ball is in flight the official inadvertently blows the whistle.

Ruling: Since the throw-in had not ended when the whistle was blown, Team A shall be awarded the ball at the original throw-in spot, which was the end line. When the official has definite knowledge as to the elapsed time during the throw-in and before the whistle, the official is permitted to put the correct time back on the game.

Throw-in

Play: A1 throws an errant in-bound pass to A2. A2 touches the pass but does not control the ball. While the ball is loose, in the vicinity of other players who are attempting to secure control, the official inadvertently blows the whistle.

Ruling: Since the throw-in ended when it was touched by A2 and neither team gained control of the loose ball before the official’s whistle, play shall resume with use of the alternating- possession arrow. The shot clock shall be reset.

Play: With four seconds left on the game clock, A1 is inbounding the ball to A2. The timer incorrectly started the game clock before the passed ball touches or is legally touched by an inbounds player. The official recognized the timer’s mistake and inadvertently blows his/her whistle the while the passed ball is in flight.

Ruling: Since the timer has made a mistake, the official, with definite knowledge shall place the correct time on game clock. Since the throw-in never ended, play shall be resumed with a throw-in by Team A from the original throw-in spot. Using the alternating-possession arrow, because there was no team control would be an unfair procedure that would penalize the throw-in team as a result of the timer’s mistake.

Simultaneous Personal Foul

Play: During a throw-in by A1, a simultaneous personal foul is committed (a) while the throw-in pass was in flight or (b) after A2 touched the pass but with neither team controlling the ball.

Ruling: In (a), award the ball to Team A at a designated spot nearest to where the foul by the player from Team B occurred. The shot clock shall not be reset. In (b), since there was no team control when the simultaneous personal foul occurred, play shall resume with the use of the alternating-possession arrow. The ball shall be awarded at a designated spot nearest to where the foul by the opponent was committed. There shall be a reset of the shot clock.


NCAA Women's Basketball Officiating Update
November 26, 2002

CORRECTIONS TO THE 2002-03 WOMEN'S CCA BASKETBALL MANUAL FOR A CREW OF THREE:

  1. Page 46-47, Diagrams for Timeouts.
    The position of officials for 30, 60 and two consecutive 30-second time-outs is incorrect in the diagrams. The correct position is: Officials should be positioned on the low block of the free throw lane line that is farthest away from the team benches.
  2. Page 10, 4. k: Definition of Point of Interruption - Correct the definition to read: Point of Interruption is a procedure used to resume play.

    Add to POI in Manual: Following indirect and direct technical fouls, the ball will be in-bound at the spot closest to were the ball was when the whistle blew.

    Add to POI in Manual: Exception - Following single intentional technical and single flagrant fouls, the ball will be in-bounded at the spot closest to the foul. Please refer to the 2003 NCAA Basketball Rules Book on page BR 75, Art. 1, b, c and d.
  3. Page 39, 15.1, Player/Coach Ejection. - Correct the shaded area in 1 to read:
    The calling official will designate the spot of the foul (which in this case will be the spot closest to the foul) and go tableside while reporting the flagrant foul.

Also add under 15.1 - Note: Remember single intentional technical and single flagrant technical fouls are the exception to the regular Point of Interruption inbound spot for indirect and technical fouls, which is closest to were the ball was when the whistle blew.

COMMENTS ON MECHANICS:

  1. Call, Go Tableside Mechanic.
    1. Be diligent in using the new mechanic throughout the season.
    2. If an official has a difficult play early in the game, do not give up and go "opposite" the table (last year's mechanic).
    3. The only automatic "go opposite" the table is when a technical foul is called on the coach.
    4. Even though officials are permitted to "go opposite" the table if an adversarial situation has or could occur, officials should challenge themselves early in the season by going tableside. This will expedite the development of communication skills.

RULE BOOK CORRECTIONS AND CLARIFICATIONS:

  1. Old Rule 5-9.10, BR-13, new page BR-88; (also old 3-4.6).
    No substitution when game clock stopped for a timer's mistake or inadvertent whistle in last 59.9 seconds of second half or any extra period.
  2. BR-27, Diagram of backboard.
    There should be a measurement listed above the small rectangle that is directly above the basket. The measurement is 24 inches.
  3. Rule 3-4.6, BR-51.
    Clarification that the only time substitutions are not allowed in the last 59.9 seconds is on a timer's mistake or an inadvertent whistle. If the whistle is blown for other reasons substitutions are allowed. Examples:
    • Clarification of a two- or three-point goal
    • Net getting caught up on basket
    • Correctable error
    • Book error (scorer forgets to inform official of player's fifth foul)
    • Injury, blood, disqualification
    If a timeout is requested when play is stopped for a timer's mistake or an inadvertent whistle, substitutions will be allowed.

    Play: Ball rolls past the bleachers on an open ended court during the last 59.9 seconds of the second half and the official blows the whistle.

    Ruling: Official should deem this an inadvertent whistle and substitutions should not be allowed to enter the game. The clock is stopped. There is no need to blow the whistle.
  4. Rule 3-4.14, BR-52.

    Play: A1 and B1 are injured or are both bleeding and the referee beckons the coach(s) and/or athletic trainer(s) onto the playing court to assist. Team B requests a timeout. Both A1 and B1 are back on the playing court after the timeout.

    Ruling: A1 and B1 are permitted to stay on the playing court. When there are two players (one from each team), a single timeout called by either team will allow both players to remain in the game.
  5. Rule 4-26.9, BR-67.

    Team-control foul - This definition creates an exception to 4-13.4, where it says there is no team control on a throw-in. The exception is: "There is team control when the in-bounder has possession of the ball during a throw-in." By making this exception, the ball can be thrown into the backcourt without penalty. Please be aware of the following situations if both teams are in the bonus and A1 has the ball out of bounds for a throw-in as A2 pushes off B2 to make a cut to the ball:
    1. f A1 throws the ball into the court and it has not been touched by anyone and the foul occurs, the throw-in has not been completed (Rule 4-64.5). This is a team-control foul, and free throws will not be awarded.
    2. If A1 throws the ball into the court and it is touched by anyone (offense or defense), the throw-in is now complete. If no one has control of the ball and the foul occurs, it is not a team-control foul and free throws will be awarded.
    If A1 does not have possession of the ball after a made basket or before the official has given the ball to her and a foul is called on A2, this is a technical foul (ball is dead) and two free throws would be awarded and the ball would be put back into play at the point of interruption. All intentional and flagrant fouls would carry their own penalty also.
  6. Delete A.R. 20 under Rule 4-26.12, BR-67.
  7. Rule 4-50.1.a, BR-74. Definition of Point of Interruption - The words "designated spot" mean where the ball was when the whistle sounded. The exceptions for women are Intentional technical and Flagrant foul when the ball is put back in play at the spot nearest to where the foul occurred.
  8. Rule 4-64.5, BR-78.

    Play: With four seconds left on the game clock, A1 is in-bounding the ball to A2. The timer incorrectly started the game clock before the passed ball touches or is legally touched by a player in bounds. The official recognizes the timer's mistake and immediately blows her/his whistle while the passed ball is in flight.

    Ruling: Since the timer has made a mistake, the official, with definite knowledge, shall put the correct time back on the game clock. Because the throw-in never ended, play shall be resumed with a throw-in by Team A from the original throw-in spot. Using the alternating possession arrow, because there was no team control, would be an unfair procedure which penalizes the throw-in team as a result of a timer's mistake.
  9. Rule 5-10.3.h, BR-90. A team-called 30-second timeout or a 60-second timeout (excluding the first timeout of the second half that becomes an electronic-media timeout) in a game involving electronic media can be shortened when the captain/coach notifies the official of the team's intent to do so.
  10. Rule 7-5.8, A.R. 13, BR-103. The last sentence of the Ruling should read: In (c), there was no team control when the whistle was blown. Play shall resume with another jump ball. Delete the last sentence, "The same procedure?"
  11. Rule 7-5.19, BR-104.

    After an inadvertent whistle, play shall be resumed:
    1. at a designated spot nearest to where the dead ball occurred when a team was in control of the ball. The ball shall be awarded to the team in control;
    2. at the original throw-in spot when the throw-in has not ended. The ball shall be awarded to the team in possession of the ball during the throw-in; and
    3. with the use of the alternating possession arrow when there is no team control before the whistle.
    Play: With 1:48 left on the game clock and after a successful try, A1 throws a pass down the court from the end line toward A2. While the ball is in flight, the official inadvertently blows the whistle.

    Ruling: Since the throw-in had not ended when the whistle was blown, Team A shall be awarded the ball at the original throw-in spot, the end line. When the official has definite knowledge as to the elapsed time during the throw-in and before the whistle, the official is permitted to put the correct time back on the game clock.
  12. Rule 8-4.2, A.R. 4, BR-109.

    The third sentence should read: "The try is unsuccessful."
  13. Rule 8-4.5, BR-109.

    After the penalty for an indirect or direct technical foul is assessed before the start of a game or before any extra period, play shall resume with a jump ball.

    When an indirect or direct technical foul is assessed during the intermission for halftime, the point of interruption shall be a throw-in for the team in control of the alternating-possession arrow.

    Exceptions: Intentional technical and flagrant technical (women: flagrant foul).
  14. Rule 9-2.1, A.R. 6, BR-113.

    The Ruling should read: The foul by A2 causes the ball to become dead when A2 fouled. A1 shall attempt the free throw with no player on the lane. The foul by A2, which created a false double foul, is a team-control foul. Play shall be resumed as though the last personal foul of the false double personal foul was the only one administered (award Team B the ball at a designated spot).
  15. BR-146 - Appendix III - Officiating Guidelines, Section 9 (Women) Legal Defense (Block/Charge) under (b).

    The second sentence should be shaded because the defenders position was changed from "directly under the basket," to "directly under the cylinder or behind the backboard."
  16. BR-153 - Substitutions - Under NCAA it should read:

    Not permitted with 59.9 seconds or less remaining in the second half (or OT) when clock is stopped for a made basket, a timer's mistake or an inadvertent whistle.

TEAM-CONTROL FOUL SUMMARY:

  1. Throw-in begins (ball at player's disposal and official starts throw-in count); throw-in ends (ball is touched or legally touches a player in bounds). Any common foul committed during this period shall be a team-control foul.
  2. Throw-in ends (ball is touched or legally touches a player in bounds), no player gains control of the ball. Any common foul committed during this period is not a team-control foul.
    1. When a common foul is committed and the bonus is not in effect; award the appropriate free throw(s).
    2. When a common foul is committed and bonus is in effect; award the appropriate free throw(s).
  3. Throw-in ends (ball is touched or legally touches a player in bounds); player gains control of the ball. Any common foul committed by a teammate of a player in control shall be a team-control foul.

Contributing Article: Just an Opportunity!

Last year, I went to Donnee Gray's Time Out Referee Camp and was so overwhelmed that the last thing I stated to Donnee was "I just want an opportunity to be on your staff and you won't be disappointed". Well guess what? Donnee picked me up and I did a number of games for him as a U2. This year I returned to the camp and said to Donnee, "I'm ready to be that referee". Between working in other conferences and doing the Public School Athletic League basketball semi-finals, I feel that I am ready for this undertaking. I know there is a lot of responsibility that goes with it, but feel that I'm ready.

Donnee Gray's camp is so inspirational and motivating that any opportunity I get, I mention how good the instruction, the competition and the mental toughness are. In addition, Donnee will always challenge you to become rule book proficient and a better official by never giving you the answer but asking you get in the books and look it up. That I respect as a man and more importantly as a basketball official. I would be remised if I did not mention Reggie Greenwood. Together, these two first class officials offer basketball officials an opportunity to work on their game and get better.

Contributing Article: Putting It Together

"Bit by bit, putting it together", words from a Sondheim song that may be familiar to some of you. After going to several camps, clinics, conference, and association meetings, there are probably bits of information that you will need for the impending basketball season scattered all over the place; a folder here, a roster tucked into a side pocket of a gear bag, rule changes that you threw on a stack of other papers on your home desk or next to your home personal computer, or even in the kitchen. Before things really get hectic and while you still have a sane idea of where you might have put something, it’s time to grab a three-inch binder and some blank tab dividers and put together your "BOOK". If you take some time now, the "BOOK" will save you from having that sinking feeling when you’re on your way to a game site and something unexpected happens and you now have to make several phone calls to your assignor, the school, your partners, etc and have no idea what you did with those important phone numbers, or worse yet, you thought you had the right folder, but not exactly.

First, gather up all the information you have collected from your travels over the past several months. Now sort the information by the categories that make the most sense to you because you will put this title on your tab/divider so you can have the information readily at your fingertips. Some of the categories may be: Conferences/Associations, Contracts, Physical Certification, Roster of Officials, Observers, Schedule, Closeout Dates, Emergency Phone Numbers, School Points of Contact (POC), Directions to Schools, Game Reports, Ejection Reports, Rule Changes, Pre-Game Card, Interpretations/Case Book Studies, Mechanics Changes, Tests, Rule Differences, Clock Management/Situations, etc. Now, following the next logical progression, label the tab/dividers accordingly, insert in binder along with categorized material that falls under that particular classification (Recommend three hole punching all info, makes it easier to insert in binder). If you are working several conferences/associations, you may want to use specific conferences/associations as primary divisions, and then have the previously listed categories as sub-categories for each of the major divisions. For example, MACBOA would be a major division, within the major division of MACBOA there would be sub-categories for Contract, Roster of Officials, Closeout Dates, Game Reports, Schedule, Schools/Directions, etc., anything that is of particular importance to MACBOA. Each conference/association (major division) would have similar sub-categories. A few of the categories previously mentioned, i.e., Rules Changes, Mechanics Changes, Pre-Game Card, and Interpretations/Case Book Studies are germane to most conferences/associations and would be maintained as major divisions. By investing just a little bit of time, you should have most everything in one place, and should have several empty pocket folders and/or envelopes you can now use for something else or throw away, and that stack of papers that was sitting on the side of your desk should be gone. Now you have your "BOOK".

Your "BOOK" should make the hectic season that is about to begin, easier to manage. Instead of remembering to take the right roster, directions, phone numbers, etc, you only have to take one book/binder; all pertinent information will be there. When you’re on your way to Garrett Community College or Allegany College, both of which are pleasant drives, and the weather suddenly turns ugly, you’ll have numbers for the school and coaches right there with you, and won’t have to worry about how to get in touch with the appropriate people, or who to call, and most importantly won’t have to worry if you even brought the right contact numbers along. You shouldn’t have any of those high anxiety attacks either on how to get to the school since the directions will also be in a handy place. On those long drives, hopefully with your partner(s) there will also be an opportunity to review some case studies on unusual situations, right there in the book, ready to flip to that perplexing case.

Once you have your "BOOK" put together, it will be easy to add or detract from the information you decide to include. Every new season will just be a matter of taking out the previous years contracts, rules changes, mechanics changes, schedules, etc, and inserting the new. Putting it together sure beats trying to figure out where you put something at the last minute.

BOA Membership Applications along with the $15 membership may be obtained from any of the BOA Directors. Access www.macboa.org and click on "Policies" to obtain BOA contact information. Please contact any BOA Board of Directors for more information and to volunteer for activities, committees, etc.

Submitting Articles for MACBOA Consideration

Thank you for your interest in submitting an article for consideration on www.macboa.org.

We accept well-written features, how-to articles, "how I did it" success stories, tips and hints, motivational articles and other articles that will help our audience gain knowledge and succeed in their officiating avocation.

We do not accept articles that are primarily advertisements. However, you may place a biographical section at the end of your article. It should be no more than 30 to 40 words in length. It would be nice if you could include a 60x60 picture of you in .gif or .jpeg format.

Below are instructions for submitting your article to the MACBOA.org web site. We ask that you read the terms of your Agreement with MACBOA.org carefully.

Please note: We only accept submissions from the original author of the articles or a publicist hired by the copyright owner to submit material here. By submitting material, you acknowledge that you are legally entitled to distribute the work and to allow it to be redistributed. (If you are a book publisher or public relations firm with copy to distribute, please include a note to that effect at the top of the article you submit.) We do not pay for articles, and do not accept articles that are primarily advertisements. However, you may place a brief resource box and contact information (but no ads) at the end of your article.

To send your article, click on the "Article Submission Form" and answer the questions and then copy and paste your submission into the space provided. We have provided a copy of the form below. Reward, challenge, appreciation, stimulation, writing, reading...rarely thanked or noticed.

These are some of the attributes of the well hidden job of MACBOA Newsletter Volunteer. Are you interested in working behind the scenes (screens?) to help get information to members? MACBOA is looking to grow our ranks by a couple of folks and thus, we're soliciting volunteers.

What do you do? Read postings. Write articles, membership news, coordinate interviews, cultivate sponsor relations, etc. Write e-mail back and forth amongst us to establish communication, and guidance to keep this list as valuable as possible for our membership. Although we're virtual, our presence is sensed, we hope...and appreciated, although rarely acclaimed.

We haven't a job description, nor do we know what knowledge, skills, and abilities are required, but some that will come in handy are:

  • having the ability to write
  • being thick skinned, not thick headed
  • being able to express your opinions, while being open minded
  • having at least a free hour or two a week caring for the membership
