The MACBOA Newsletter is a periodic newsletter publication of the Mid-Atlantic College Basketball Officials Association (MACBOA). MACBOA provides basketball officiating services to several colleges and universities in the Maryland - Washington, DC area. The Association has a membership of approximately 200 men and women officials. Our membership consist of men and women who work Divisions I, II, and III basketball.  We pride our Association on providing quality and professional service.

The usefulness and survival of this newsletter is going to depend on the participation of subscribers and professionals alike. Please help by submitting personal stories, experiences, and articles of general interest to the MACBOA community.

STAFF: Please make sure that your contact information is entered into the system correctly. We require full addresses, with zip code, and CURRENT telephone numbers, including a cell phone number.  Please use the following format: XXX-XXX-XXXX.  Adding parenthesis symbols can alter the report when it is printed.  When you enter your telephone numbers, please be sure to put a check mark in the "PUBLIC" box, which is the column after "Extension" where the numbers are to be entered. Not putting a check in the box prohibits other officials from having access to your numbers. Thank you.

Take each assignment and WORK the game from the opening tap to the final buzzer. It is early in the season and I want staff to increase game intensity and game awareness.  Referee for the camera!

Reminders

I have attended and observed many assignments since the beginning of the 2009-2010 season.  I would like to remind officials to pay attention the Points of Emphasis.  Remember to address illegal screening and illegal contact, palming, displacement and bench decorum. 

While we have a 2ndary Defender Rule, I have observed incorrect or no whistle calls near the basket when a player control foul was the right call.  Do not ignore illegal contact.  I have also observed players involving the defender falling or flopping on plays near the basket.  Adjudicate that play and clean up the lane.

Please follow the Resuming Play procedure after a time out.

Crew Chiefs should assure a proper pre-game with their partners as well as table personnel.  With regard to replacing an injured player who cannot attempt free throw(s), review and assure that the official scorer understands that he/she should assist the officiating crew by noting which four players from the affected team were on the playing court before a time out was granted.  At the end of the time out, if the Team A player cannot attempt free throws, the coach of Team B shall select one of those four remaining players to attempt the free throw(s).

Defending the Post Player:

  • Defending the Post (player with back to basket in the lane area).
  • The defender may make contact on the post player with any number of body parts as long as displacement does not occur.
  • When a defender places two body parts on the post player, a red flag should go up for the official, in that displacement could occur.  Two of anything is NOT an automatic foul.  Displacement must occur for a foul to be called.

Note #1: A defender may guard a post player by playing behind her, to the side of her or by fronting her.  In these situations, the defender may have an arm bar(s) [forearm(s) away from the body] or a hand or hands, in contact with the offensive post player’s back, side or front.  This is legal defense.  A foul will not be called unless the defender displaces or holds the post player.

Free Throws:
I have observed a lack of calling lane violations.  Please call these violations.  Failure to address the act leads to advantage/disadvantage situations.

Travel to Games: As each of you know, with the major construction projects and security concerns in and around the metropolitan area (i.e. highways 70, 270, 395, 495, and 695) traffic congestion are extremely heavy.  Please consistently plan travel time in accordance with mileage, weather, and TRAFFIC.  None of these is considered valid excuses for missing or being late to an assignment.

Pre-Game Discussion:  If you or another official wishes to observe a pre-game conference, you must contact the Supervisor of Officials beforehand for approval.

Questions and Answers to MACBOA Quiz #1

  1. A1 fouls B1 in a possible flagrant manner.  After the foul is called, the officials go to the monitor to review the play.  Upon review of the tape, the officiating crew determines that the foul is intentional; but not flagrant.  Is it legal for the officials to go to the monitor?  Ruling:  Yes (2-13-2d).
  2. A1 pushes B1 to the floor during a dead ball.  The officials go to the monitor and decide the contact was not flagrant, but contact during a dead ball.  Is it legal for the officials to go to the monitor?  What is the penalty?  Ruling:  Yes (2-13-2d).  Penalty is that Team B will receive 2 shots and the ball at either side of the division line.
  3. A1 fouls B1 in an excessive manner while B1 is in the act of shooting. The officials administer the 1st foul shot and the shot is successful.  Now, the officiating crew would like to go to the monitor to see if this was a flagrant foul.  Is this legal?  Ruling:  No – the ball became LIVE (2-13-2d)
  4. A1 punches B1 and knocks B1 down while A3 misses a lay-up and B3 rebounds the missed shot.  B3 passes to B4, who is called for traveling.  After the travel call, can the officials go to the monitor?  Ruling:  Yes – A1 will be ejected, B1 will receive 2 free throws and Team B will resume play at the point of interruption (2-13-6)
  5. A1 scores a goal and as A1 retreats up court and before the ball is at Team B’s disposal, A1 punches B3 and knocks B3 to the floor.  The officials miss the punch and see that B3 is sprawled on the court.  Can the officials go to the monitor? And what penalty should be assessed? Ruling:  Yes and Team B will receive 2 free throws and the ball at either side of the division line.  A1 is ejected (2-13-6)
  6. 9 minutes before game time, Team B submits its line –up and starting roster.  Then at 3 minutes before game time, Team B adds 4 other names to the roster.  What is the penalty?  Ruling:  Team A will receive 4 free throws for the action of Team B and the game will start at the POI which will be jump ball.  Rule 3-3-2 and A.R.42
  7. A1 pushes B1 in a non-flagrant manner when the ball is dead.  What is the penalty?  Ruling:  Team B will receive 2 free throws and the ball at the division line at either side of the table.  Is this a Class A Technical Foul?  Ruling:  Men’s Basketball - Yes (10-5-1d).  In Women’s Basketball -  Dead Ball Technical Foul against A1, B1 shoots 2 FT's.  Ball goes back in play at the point of interruption (10-3.1,c)
  8. A1 beats B1 on the ay to the basket.  B3, the secondary defender, is vertical under the basket.  A1 runs over B3?  What is the ruling?  Men’s Basketball - BLOCK (4.35-7). In Women’s Basketball – PLAYER CONTROL FOUL (10-1.7&8)
  9. A1 goes for a shot and is injured.  A1 cannot shoot the free throws.  Who will choose the free throw shooter?  Ruling:  The opposing Head Coach will choose a free throw shooter from among the current Team A players on the court (A2, A3, A4, or A5).  In Women’s basketball – Anyone from the bench.
  10. Same play as above however, A1 is injured and Team A’s Head Coach comes onto the court and wants to keep A1 in the game and request a 75-second time out?  Is this legal.  Ruling:  Yes (5-13-12c)

Submitting Articles for MACBOA Consideration

Thank you for your interest in submitting an article for consideration on www.macboa.org.

We accept well-written features, how-to articles, "how I did it" success stories, tips and hints, motivational articles and other articles that will help our audience gain knowledge and succeed in their officiating avocatio04n.

We do not accept articles that are primarily advertisements. However, you may place a biographical section at the end of your article. It should be no more than 30 to 40 words in length. It would be nice if you could include a 60x60 picture of you in .gif or .jpeg format.

These are some of the attributes of the well hidden job of MACBOA Newsletter Volunteer. Are you interested in working behind the scenes (screens?) to help get information to members? MACBOA is looking to grow our ranks by a couple of folks and thus, we're soliciting volunteers.

What do you do? Read postings. Write articles, membership news, coordinate interviews, cultivate sponsor relations, etc. Write e-mail back and forth amongst us to establish communication, and guidance to keep this list as valuable as possible for our membership. Although we're virtual, our presence is sensed, we hope...and appreciated, although rarely acclaimed.

We haven't a job description, nor do we know what knowledge, skills, and abilities are required, but some that will come in handy are:

    having the ability to write

    being thick skinned, not thick headed

    being able to express your opinions, while being open minded

    having at least a free hour or two a week caring for the membership
